What is EPR (Extended Producer Responsibility)?
EPR (Extended Producer Responsibility) is a legal mandate under the Environment Protection Act 1986 that makes manufacturers, importers and brand owners responsible for the end-of-life management of their products. Enforced by CPCB (Central Pollution Control Board), EPR ensures that electronic waste, batteries, plastic packaging and other waste is properly collected, recycled and disposed.

Annual Collection Targets — EPR 2026
CPCB assigns annual EPR collection targets based on previous year sales/imports:
- E-Waste: 60% of sales volume in FY 2025-26 (escalating every year)
- Battery: 50% collection for recycling
- Plastic packaging: 70% collection in 2025-26
Targets can be met through: own collection drives, tie-up with certified PROs (Producer Responsibility Organisations) or purchase of EPR credits from CPCB portal.
CPCB Enforcement Action — 2025-26
CPCB intensified enforcement in 2025-26. Over 3,000 companies received show-cause notices. Customs Commissionerates were issued instructions to check EPR certificates for electronic imports at ports. Companies without EPR registration face:
- Customs hold on import consignments
- Show-cause notice with 30-day response window
- Penalty up to ₹1 crore under EPA 1986
- Criminal prosecution in severe cases
EPR Registration Process with CPCB
- CPCB EPR Portal: Register at eprplastic.cpcbccr.com (plastic) or cpcb.nic.in (e-waste)
- Submit Application: Product details, HS codes, annual volumes, company documents
- Document Verification: CPCB reviews — may raise queries within 15 days
